Sanchez is now being charged with second-degree manslaughter. He has pleaded not guilty. Over the past 15 years, the 13-story jail, in Oklahoma City has had many alleged problems, from unsanitary conditions to negligent care of inmates, poor medical care, and outright abuse of inmates.
